The district came into existence on May 13, 1912, as the result of an election held May 9, 1912.

It is governed by a board of three elected directors.

The district was created as San Benito Cameron County Drainage District No 3.

The District's main purpose is to remove the excess surface water resulting from precipitation and runoff. Maintenance and mowing of the drain ditches and pipelines occur throughout the year.
